That was my vague guess too, but the page doesn't actually say 'Boy Scout' on it anywhere, just a lot of strange unfamiliar lingo. The one link with 'scout' in its text goes to a 404 page. If they want to solicit donations from the public they should clarify their 'About Us' page a bit ....
