As someone who's job would easily be defined as "government bureaucrat", I can assure you that the political folks above me do not let me ignore "strident" people who are well-organized. I know I'd rather talk to a calm person but its the political folks who have the power to make these big picture decisions. In fact, I think what is happening here is the Governor initially responding to a plan from "bureaucrats" that makes sense from a public administration standpoint. It just doesn't take into account the many times this project has already been delayed.
I was involved in the earlier decision to keep the Green Line extension as a state commitment - the money may not be there right now, but the money wasn't there to finish the Big Dig either, and it was found. And I go back to my original point that, even with the delay, the money may not be there. Remember that a 2 year delay increases the construction costs by about 20%, simply due to the passage of time. That means you are now trying to find an additional $2-300 million simply because the project is delayed.
